You can't really avoid it. Mainland Chinese business persons are spiritually and politically commanded to taking every financial advantage they can, regardless of whether it is honest or dishonest.

set a fixed price before the trip.

Taxi scams are common around the world. There was a famous case a few years ago of a New York City taxi driver who charged a Koren tourist $300 to drive from JFK airport to Brooklyn (should have cost $30). The only sure fire way to avoid taxi drivers is to not take taxis. The best way to avoid being over-charged is to know approximately what the correct charge is in advance and tell it to the driver.

When you visit a place in China, tell your tour guide where you want to go in advance and ask for advice. Or ask your hotel reception and let them tell you the approximate distance, or the use of cost. You can write them down together with some nessary phone number o a note. And write down the car's license plate number, then give it to driver. Then the driver will know the what to do. Of course, the vast majority of Chinese drivers are good, but you should take care for some bad ones. Oh, Beijing is an perfect place to travel as the capital of China. Here, you can experience the long history of China. Now, it will help you know what you can do in Beijing and how to save money. Only get in metered taxis in china - there are many unmetered ones, especially around airports. Check that the meter is starting from zero - they occasionally' forget'. If a metered drived starts to quote a price rather that the meter, just walk away. Most airports have ranks with security guards these days go there - they will also post the approx charges major destinations within the city Lonely planet and other guides also do price estimates The flag fall is always less than 16 RMB - thats the most expensive iv e seen and iv e beed all over, i ve seen it as low as two RMB. Shanghai is 11 or 12 now i guess, guangzhou 7, shenzhen 12 (16 at night) nanjing 11 but dunno BJ Go to google maps and chart long journeys - it will also give approx distances Having said all this, i have lived in China for 5 years, and have been subjected to scam attempts maybe 10 times, only one that i recall was successful - and i have already told you how to avoid it!!
